Visitor Identification and Registration Procedures
Monrovia Unified School District is committed to maintaining safe, secure, and welcoming school campuses for students, staff, families, and visitors. Consistent with Board Policy 1250 and Administrative Regulation 1250, all visitors are required to register upon entering school grounds during school hours.
Visitors may be required to provide proof of identity as part of the registration process.
As part of the District's commitment to school safety, Monrovia Unified utilizes Verkada Guest, an electronic visitor management system that assists schools in verifying visitor identity and screening visitors against applicable safety databases.
Frequently Asked Questions
What happens if a visitor does not have an ID?
Visitors are expected to present a government-issued photo identification when checking in through Verkada Guest. If a visitor does not have identification available at the time of the visit, the principal or designee may review the situation on a case-by-case basis.
Depending on the purpose of the visit and the ability to verify the individual's identity through alternative means, the principal or designee may:
- Allow access under an alternative verification process if access does not allow visitor to be around other students
- Require the visitor to return with identification at a later time if the visit requires to be around other student; or
The District reserves the right to deny campus access when identity cannot be reasonably verified or when allowing access would compromise campus safety. Administrative Regulation 1250 authorizes the principal or designee to determine whether an individual's presence on campus is appropriate and to deny registration when warranted.
What happens if a visitor's ID is expired? - Can VERKADA accept expired IDs? This is assuming it does
Visitors should present a current government-issued photo identification whenever possible. If an expired ID is presented, the principal or designee will determine whether the document, together with other available information, provides sufficient verification of identity.
Additional documentation or verification may be requested before visitor access is granted.
What happens if a visitor has lost their ID?
Visitors who have lost their identification should notify school office staff upon arrival. The principal or designee may consider alternative methods of identity verification if the visit does not require the guest to be around other students, including:
- Verification through student emergency contact information;
- Verification through school records;
- Alternative government-issued documentation;
- Other reasonable methods of confirming identity.
Access decisions will be made on a case-by-case basis and may be limited if an ID is not scanned through the Verkada system.
How are exceptions handled?
The District recognizes that unique situations may arise. Board Policy 1250 authorizes the Superintendent or designee to establish procedures that support safe and orderly school operations.
Accordingly, the principal or designee may review requests for exceptions, if the visit does not require access to other students, on an individual basis. Factors that may be considered include:
- The purpose of the visit;
- The visitor's relationship to a student;
- The urgency of the situation;
- The ability to verify identity through alternative means;
- Campus safety considerations; and
- Applicable legal requirements.
The principal or designee maintains authority to approve, deny, modify, or revoke visitor access when necessary to protect students, staff, and school operations.
